Korea's AI data-center program targets 18.4GW of capacity by 2035, backed by more than ₩1,000 trillion in cumulative investment. The first phase calls for 8.4GW by 2029 — roughly ₩550 trillion — with SK Group building 5GW, GS Group 2.4GW, and Naver 1GW.
Placement is policy: capacity will be distributed across Chungcheong, Ulsan, Donghae, and Sejong, deliberately shifting away from Seoul-centric development to balance regional growth and relieve grid congestion in the capital area.
For scale: 18.4GW approaches the entire currently installed data-center capacity of major global markets — compressed into a single national buildout inside a decade, in a country that must simultaneously expand generation and transmission to feed it.
